AR 750-1 — Army Materiel Maintenance Policy
Army Regulation 750-1 is the governing policy for all Army equipment maintenance — who is responsible, what maintenance must be performed, when it must be done, and what happens when it is not. It is the regulation behind every PMCS requirement and maintenance counseling.

Preventive Maintenance Checks and Services (PMCS) requirements, maintenance levels (operator/crew, field, sustainment), commander and leader maintenance responsibilities, equipment readiness reporting, DA Form 5988-E (Equipment Maintenance and Inspection Worksheet), and maintenance counseling authority.
Failure to perform PMCS is a counselable offense under AR 750-1. Equipment readiness is a commander's responsibility — NCOs are accountable for ensuring soldiers perform operator maintenance. When equipment is deadlined due to neglected PMCS, AR 750-1 is the citation that backs the counseling.
